This speaks to American's view on the rule of law and the lawyer's role in society. One can easily imagine a different society where businesses favor law firms that have good relationships with the government as they expect the lawyers to help grease the bureaucratic wheels with various things, like getting government permits and favored protections from competition and torts.

The US could deter China alone, but I understand the need to encourage other Asian countries to increase also.
